REQUEST FOR MODIFICATION OF VILLAGE UNIT
The Village Park Board encourages homeowners to modernize, update, and improve their units to suit their needs. Please assist the VP Board and ARC in maintaining the character, quality, appearance, structural integrity, and market value of all Village Park homes and the community by completing this document to describe proposed work and affirm that work will be done in conformance with Village Park’s Governing Documents.
NOTE: The Board may impose sanctions per the Village Park Governing Documents (CC&R, Rules & Regulations) on any resident who begins construction without first submitting this request and receiving written HOA approval.

General Terms (Must Acknowledge)

- Compliance: Work must comply with Village Park Governing Documents.
- Laws & Permits: All required city permits must be obtained before work begins.
- Contractor Insurance: Contractor must carry liability insurance naming Village Park HOA as Additional Insured.
- Licensed Contractors: Contractors must hold active licenses for the trades performed.
- Exterior Appearance: Visible elements must match HOA-approved standards.
- Inspections: ARC may inspect during/after work; deviations = CC&R violation.
- Liability: Homeowner accepts responsibility for any damage caused.
- Professional Oversight: ARC may require professional review at homeowner expense.
- Common Areas: No work may affect structural/common utilities without approval.
- Soundproofing: Flooring over shared structure must meet STC 50 / IIC 50+ minimum.
- Work Hours: Work allowed 8 AM–4 PM; loud machinery only 11 AM–4 PM.
- Schedule: Modifications will be completed not later than six months after the proposed start date.
- Neighbor Notification: Adjacent neighbors have been informed of the project.
- No Work Without Approval: Construction may not begin until written approval is issued.

➡️Roof or Exterior Wall Penetrations — HVAC line-sets, vents, solar, skylights
Village Park installed new flat roofing in 2014. To preserve the 18–20 year roof warranties, any roof membrane penetration must be supervised by the HOA roof installer.
- You need to contact Paul Frattone (714-493-8498 • paul@adeleroofing.com) to supervise the work.
- You must provide the contractor with the National Roofing Contractors Association guidelines.
➡️HVAC Installation or Replacement
All unit modifications must comply with the Village Park CC&Rs and Rules & Regulations. Because the flat roofs installed in 2014 are under an 18–20 year warranty, any work that penetrates or touches the roof must be done with great care. When planning any modification involving the roof (including skylights, vents, pipes, or air conditioner installations), the homeowner must:
- Use licensed and insured contractors
- Obtain all required City of Santa Monica permits
- Obtain roof material and penetration specifications from the HOA Secretary and share them with the contractor
- Coordinate the work with the Association’s roof installer:

- Ensure the installation meets City of Santa Monica Building & Safety requirements
- Ensure the equipment does not increase noise to neighbors
- Ensure the equipment is not visible from common areas
- Submit the following to the ARC before installation:
- Contractor license & insurance documentation
- Manufacturer specification sheet(s) (also called a “cut sheet”) showing:
- Model numbers
- Equipment dimensions
- Noise output (decibel rating)
- Photos/diagrams of equipment
- Photos or drawings showing the proposed installation location
- A site plan showing the equipment is at least 10' away from all roof edges
- A diagram showing safe ladder access to the roof

If the modification includes changes to floors, stairs, or common walls, you must provide documentation of sound transmission ratings
